7 - 11 Advisory Committee
About
Santa Rosa City Schools formed a "7-11 Committee" in 2025-2026 to look at how to better utilize the District's assets / properties.
The purpose of the Committee is to review and analyze property owned by SRCS and determine what real property could be designated as "excess" or "surplus" because it will not be needed for school purposes. The Committee will then present a report to the Board of Trustees recommending uses for the surplus property, or how to dispose of the property (e.g., sale, lease, etc.). This is a very important task and the individuals listed below have been selected to be members of the Committee.
Members of the Committee serve only on a voluntary basis. The Committee proceedings and deliberations are open to the public.

Final Report
Santa Rosa City Schools’ Surplus Property 7-11 Committee completed its review of six District properties
and submitted its recommendations to the Board of Education. The Committee reviewed District
enrollment, facilities needs, property conditions, potential future uses, financial considerations, and
community input, including public hearings held May 12 & 27,2026.
On May 27, 2026, the Board of Education accepted the 7-11 Committee’s report and recommendations.
The Committee recommended that the following six properties be considered for surplus:
● Brook Hill Elementary
● Lewis Early Learning Academy
● Santa Rosa French American Charter School/Doyle Park
● Steele Lane Elementary
● Hilliard Comstock Middle School
● Herbert Slater Middle School
The Committee recommended moving forward with disposition of Brook Hill, Lewis, Santa Rosa French
American, and Steele Lane, with housing identified as the primary potential use. Disposition of Hilliard
Comstock and Herbert Slater was recommended to be deferred for three to five years to allow the
District to explore potential community uses.
The Committee also identified long-term leases of up to 99 years without an option to purchase as a
potential strategy for generating ongoing revenue while retaining District ownership.
Next Steps
The District will now move into the formal surplus property process:
- Board formally considers declaring the properties surplus through the required public Board action.
- Complete applicable Education Code and Surplus Land Act requirements, including determining required notices and HCD processes.
- Complete property due diligence, including title, appraisal, environmental, zoning, and other site-specific reviews.
- Establish the disposition strategy and terms for each property.
- Conduct the required public solicitation/negotiation process for sale or long-term lease.
- Return to the Board for approval of the final disposition agreements.
